You will serve as a Technical Specialist and Senior Contracting Officer in the Contracts Department (Code 02) of NAVUNSEAWARCENDIV NEWPORT RI.

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This opportunity is featured on Jobs Every, where top defense and contracting careers are highlighted.

TECHNICAL SPECIALIST Duties:

  • You will be responsible for pre-award and post-award procedures to plan and conduct the contracting process from description of the requirements through contract delivery using a variety of contracting methods.
  • You will develop procurement objectives to meet the goals of the program.
  • You will determine and develop contractual vehicles.
  • You will determine appropriate clause provisions such as cost accounting standards, requirements for technical Specialist proposals, testing procedures, cost data requirements and socioeconomic programs.
  • You will conduct pre-proposal conferences as required.
  • You will solicit proposals.
  • You will perform cost or price analysis including review of cost breakdown to determine reasonableness and cost realism.
  • You will obtain audits and pricing reports to develop negotiation strategy.
  • You will lead the negotiations with the contractor.
  • You will interpret technical, legal and audit decisions and analyze their impact on the procurement as well as identify trade-off and alternate courses of action.
  • You will award the contract.
  • You will perform post award administration such as change orders, issuance of stop work orders, cost adjustments, issuance of cure notices or show cause letters, monitoring Government property reporting, and termination of contracts.
  • You will provide advice and direction to other Contract Negotiators on contractual matters as necessary and acting as the Contracting Officer for actions assigned to other Contract Negotiators as determined by the Branch Head.
  • You will represent the Department/Center in conferences with industry and government agencies pertaining to the procurement.
  • You will review work assigned to other Contract Negotiators, as determined by the Branch Head.
  • You will hold a warrant of up to an unlimited amount.

TECHNICAL SPECIALIST Requirements:

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

TECHNICAL SPECIALIST Qualifications:

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting functions, administration or planning for the acquisition or procurement of equipment, supplies, or services in support of acquisition programs.

TECHNICAL SPECIALIST Education:

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
